Cosmetics for private/personal use in the workplace are specifically excluded from the Hazardous Substances Regulation 1996, together with food, beverages, toiletries and pharmaceuticals.
However, once cosmetics are used for any purpose other than personal use (e.g. analysis, or preparation of simple cosmetics in science) they are covered by the Hazardous Substances Regulations and a risk assessment may be required.
Although some individual components of cosmetics are relatively benign (e.g. talc), and are unlikely to be designated hazardous substances they could well be a dangerous good. When in doubt check the MSDS, the Chemwatch CD ROM has a good collection of chemicals used in cosmetics.
Disposal: Solid waste of these chemicals may be disposed of in the garbage (to landfill).
