The caesium ion is moderately toxic - less so than potassium. Caesium nitrate has a low solubility in water.
The nitrate ion makes it a strong oxidising agent, so there is an explosion hazard if it is heated with organic compounds, metals, or other reducing agents.
Use eye and skin protection when splashes are possible.Normally used in low concentration (0.1M) where risks are minimal.
